The Health and Safety Executive (HSE) recommends that an inspection and testing program be conducted in all workplaces to comply with the regulations. This means that a report on the condition of the electrical installation and related equipment must be obtained to form the basis of a repair and maintenance program. This, in turn, ensures, to the extent possible, the safety of a workforce and the maintenance of the flow of business by minimizing unforeseen breakdowns and possible injuries to employees or visitors. An example of this is how the Housing and Planning Act proposed in 2015 finally became the Housing and Planning Act in 2016. This Act contains, for example, a small section on electrical safety which includes a provision that the Secretary of State may, if he so wishes, impose certain obligations on private owners of residential buildings in England. Therefore, these obligations may consist of a knowledgeable person verifying that the electrical safety standards of the rented apartment are met on an ongoing basis and that the landlord obtains the appropriate documentation (i.e., an electrical installation certificate or an electrical installation condition report, as applicable) from the qualified person. The landlord may also be required to provide the tenant or prospective tenant with a copy of this certificate or report. Since the 15th edition (1981), these regulations have been closely aligned with the corresponding international standard IEC 60364. In 1992, the IEE Cabling Regulation became the British standard BS 7671, which facilitates the legal application of their requirements both in terms of regulating electricity at work and internationally.  They are now treated in the same way as other UK standards.
BS 7671 has approached (and is largely based on) the harmonization documents of the European Committee for Electrotechnical Standardization (CENELEC) and is therefore technically very similar to the current cabling regulations of other European countries. In addition, as part of the government`s commitment to improve safety standards in the private rental sector, landlords will be required by law to ensure that the inspectors they hire to conduct safety inspections have the skills and qualifications to do so – and to impose financial penalties on those who do not comply. The new guidelines will set the minimum level of qualifications and competencies for inspectors and provide for „clear accountability at every stage of the inspection process.“ The new guidelines will be broadly in line with existing regulations in Scotland. These regulations don`t just apply to large companies. If you operate or control work equipment or if you are self-employed, who works for profit or not, you are legally obliged to follow them as well. It should be noted that in Scotland and Northern Ireland there are slight differences in the legal aspects of BS 7671 and the legislation, but the general guidelines remain the same. In the United Kingdom, „law“ is the generic term for any legal rule or regulation applied by the government to regulate conduct or activities in society and consists of „primary“ or „secondary“ legislation. The test level required for an existing installation may not be the same as for an initial test. Once completed, a regular certificate and inspection report should be issued, signed by a qualified person.
The provision of a safe electrical installation in a building is required by law. It is required to have an up-to-date inspection and test certificate or to be able to demonstrate a safe operating method and demonstrate that adequate maintenance is performed. The standard is maintained by the Joint IET/BSI Technical Committee JPEL/64, the UK National Committee for Wiring Regulations and published by the EIT (formerly IEE). Although the EIT and BSI are non-governmental organisations and cabling rules are not enshrined in law, they are mentioned in several UK legal instruments and, in most cases, have the force of law for practical purposes as an appropriate method of electrical wiring.  By itself, there is no legal obligation to meet the requirements of BS 7671, but many statutes, including the Electricity, Safety, Quality and Continuity Regulations, 2002 and Part P of the Building Regulations, 2010, refer to BS 7671 as the standard to be achieved. Contractually, BS 7671 can be designated as the standard to be met. Where this is the case, the common law applies.
